Clean Truck Check Background

In December 2021, the California Air Resources Board approved the Heavy-Duty Inspection and Maintenance (HD I/M) Program, now known as Clean Truck Check, in an ongoing effort to meet air quality standards by ensuring heavy-duty vehicle emissions control systems operate properly throughout the life of the vehicle. The program requirements include registration in the Clean Truck Check database (coming soon), per vehicle compliance fees, and periodic testing.

California is the first state to start compliance testing in 2024, but this type of testing will be coming to all states in near future. Regardless of your state, speak to RWC Group today to be prepared for these future requirements.

  • Verify which vehicles in your fleet are subject to the Clean Truck Check program.
  • Prepare to report affected vehicles and pay the annual $30 compliance fee to CARB, when the reporting database is available.
  • Prepare for compliance testing.

CARB TRU*
REQUIREMENTS FOR JAN 1ST, 2024

(TRU* Transport Refrigeration Units)

Beginning December 31, 2023:


Owners of refrigerated warehouses and distribution centers, grocery stores, seaport facilities, and intermodal railyards (building size of ≥20,000 square feet), referred to as ‘applicable facilities’, are required to register with CARB, pay fees every three years, and report all TRUs that operate at their facility.
Alternatively, they may attest that only compliant TRUs operate at their facility.

TRU owners are required to report all TRUs (including those based out-of-state) that operate in California to CARB, pay TRU operating fees, and affix CARB compliance labels to their TRU every three years.

TRU owners are required to turnover at least 15 percent of their truck TRU fleet (defined as truck TRUs operating in California) to zero-emission technology each year (for seven years). All truck TRUs operating in California are required to be zero-emission by December 31, 2029.

HEAVY-DUTY LOW NOx EMISSIONS STANDARDS

The “Heavy-Duty Low NOx Omnibus Regulation” will require manufacturers to comply with tougher emissions standards, overhaul engine testing procedures, and further extend engine warranties to ensure that emissions of NOx (oxides of nitrogen, a key component of smog) are reduced to help California meet federal air quality standards and public health goals.

MEDIUM-DUTY LOW NOx EMISSIONS STANDARDS

CARB – ADVANCED CLEAN TRUCK (ACT)
REGULATION

ACT is directed at Truck Manufacturers – Below is a breakdown for how this will progress in California (BEV – Battery Powered Electric Vehicle)

  • States that adopt ACT will require 9% of all trucks and 5% of all tractors registered in that state to be BEV in year one of adoption of legislation, starting with California in 2024.
  • Each year thereafter the percentage of BEV required increases per the ACT Regulation (see table below). As addtional states adpot the ACT Regulation, they begin at the first-year requirement beginning with the first year of ACT adoption.
